The resolution was introduced by Member of Parliament Bob Rae and co-sponsored by Member of Parliament Borys Wrzesnewskyj.

The Central and Eastern European Council of Canada representing 4 million Canadians has organized annual Black Ribbon Day commemorations in cities across Canada since 2010
